ITAR/EAR – Physical transfer of hardware across national borders or to non-US-citizens does not fit within our ITAR/EAR policy, that’s only for “technical data”. We need to make sure that we comply with ITAR/EAR regarding hardware.
It doesn’t look like FCC individually licenses the Amateur satellite service, but they do individually license satellites in other services. To the extent that any satellite operates outside of the Amateur satellite service, it must be licensed.
NOAA requires a remote sensing license.
Both FCC and NOAA are asking for a debris mitigation and deorbit plan. For LEO, we rely on the orbit degrading, for higher orbit satellites we might have to engineer a deorbit system.
